The Second Congress of "The All-Russian Public Organization of Disabled People Affected by Multiple Sclerosis" took place in Novosibirsk, Russia, on January 11, 2007.
 At the Congress representatives from 31 territories of Russia were present and Jan Vlasov was elected the President of the All-Russian MS Organization.
A new programme was accepted within the framework of the Department of Public Expertise and the Ministry of Health of Russia with the aim of making medication available to all people with MS.
